Essay Abstract: 
This project uses case studies of policy strategies for Argentina, China, Finland, Japan, Switzerland, and Uruguay to determine a policy framework that is optimal for reducing carbon emissions. This essay takes a technical approach to understanding the effectiveness of the policy portfolios of six unique countries. After a close study of the six countries, Finland and Switzerland emerged to set prime examples of the framework necessary to reduce carbon emissions. A nation must clearly communicate the goals it wishes to accomplish, design a policy strategy using several different policy-types, transparently report the progress toward the aforementioned goals, and most importantly must utilize market-based policies (carbon taxes and emissions trading schemes) to reconcile economic growth and environmental interests.
